Biography/Blurb

Jeff Barnes is a policy analyst and database programmer. A senior staff scientist, he has three decades experience covering a broad range of technical specialties, including planning and policy analysis, database management and programming, cost-benefit analysis, inventory control policy analysis, and contract pricing. He has extensive experience in the conduct of research in support of military recruiting and personnel testing. His versatility extends into the management of HumRRO's optical mark reader (OMR) scanning, data entry, and item-banking systems. Mr. Barnes also provides specialized programming and database support to personnel assessment programs. Mr. Barnes has a B.S. degree in Management Science from Georgia Institute of Technology and completed graduate work in Operations Research at the Air Force Institute of Technology.
